10th Avenue Terminal Redevelopment Assessment,


As one of the local agency's on-call environmental consultants, Ninyo & Moore performed three major projects at the 10th Avenue Terminal. One of these projects involved characterizing soil in the northeastern portion of the terminal in support of redevelopment activities. A portion of the site previously had been used as a burn dump. Our work included preparation of a Soil Characterization Work Plan, approved by the local city's Solid Waste Local Enforcement Agency, to characterize soil affected by burned materials. The plan addressed the management of excavated soils and provided guidance and procedures for segregating and sampling stockpiled soil generated during demolition and construction activities. Ninyo & Moore coordinated in-situ soil sampling and stockpile soil sampling, statistical analysis of the analytical data, prepared waste disposal profiles, and prepared a GIS database which incorporated previous soil and groundwater analytical test results and descriptive data from boring logs to identify the approximate boundary of burn ash material. Ninyo & Moore worked closely with the building contractor and subcontractors during excavation, paving, and utility construction phases of the project, where potentially contaminated soils were encountered, and segregated for soil characterization. A second project at the 10th Avenue Terminal involved advancing 29 direct push borings at the southwest portion of the terminal to characterize subsurface soils in areas of the Phase V pavement replacement project. The overall purposes of this Environmental Site Assessment (ESA) was to evaluate soils for constituents of potential concern (COPC) based on historical site uses; delineate the concentration(s) and extent of soils impacted with the COPC; and provide an estimated volume of impacted soils. Ninyo & Moore also prepared a document used by the local District as part of their contracting documents. The third major project involved the preparation of a comprehensive ESA report that compiled and presented the findings of a historical study performed at the 10th Avenue Terminal. The primary purpose of this study was to summarize available historical information and geotechnical and environmental investigations previously performed at the site. This report was prepared to serve as a reference document to assist with future planning activities and to guide design efforts associated with the site redevelopment. As part of this study, Ninyo & Moore reviewed 24 reports of previous geotechnical and environmental investigations performed throughout the site, and plotted the sampling points of each investigation onto a site plan and plotted sampling points and associated analytical data for each investigation in GIS format. This reference document continues to assist the owner with redevelopment planning and design. This research project provided the District with a comprehensive document that included succinct summaries of historical information of this project area. Our summary volume has been reprinted several times at the request of the owner's staff and has been praised for its usefulness on this and other projects in the area.
