El Paso Electric Company Title V Permit Renewal Project

Ninyo & Moore prepared a Title V Permit Renewal application for the El Dorado Energy’s most recent permitting action. Our services included elements associated with the Clark County Air Quality Regulations Sections 12, 16, and 19. The effort included a significant change in permit conditions associated with startup, shutdown, and malfunction. Ninyo & Moore served as the liaison between El Dorado Energy and the local permitting agency, and USEPA Region IX in negotiations for final permit content. As a consultant to El Paso Electric Company, Ninyo & Moore prepared a complete Prevention of Significant Deterioration (PSD) permit applications for new generation projects. Efforts included criteria and HAP emission inventory, BACT analysis, regulatory analysis, ambient impact modeling (near field and CALPUFF). Each application required detailed assessment of environmental impacts, and review of requirements within “airsheds” as defined in state rules. Ninyo & Moore performed comprehensive air emission inventories and prepared an application for a temporary Authority To Construct/Air Operating Permit (ATC/OP) for air emissions for Pioneer Americas, a chemical manufacturing plant, located at 8000 Lake Mead Parkway in Henderson, Nevada. The purpose of the ATC/OP application was for the facility to be able to install and operate temporary boiler equipment while the permanent boilers are permitted, purchased, and constructed. Pioneer Americas applied for the temporary ATC permit from the Clark County Department of Air Quality and Environmental Management (CCDAQEM). Preparation of the application included estimating the emissions for emission unit equipment: two natural gas fired boilers. As required by the Clark County Air Quality Regulations (CCAQR) on non-attainment or management area emission, the new emission units were analyzed for Best Achievable Control Technology (BACT) for criteria pollutants. Upon completion of our services, Pioneer Americas was issued an ATC permit by CCDAQEM.
