Ninyo & Moore performed environmental consulting services for the Veterans Administration (VA) Medical Center in North Las Vegas, Nevada. These services included performing a Phase I Environmental Site Assessment (ESA), preparation of an Environmental Assessment (EA), and assistance in preparation of an application for an Authority To Construct (ATC) Air Quality Permit. The six-story hospital complex was constructed on approximately 70 acres of a 145 acre parcel which would be transferred from the U.S. Bureau of Land Management to the Veterans Affairs Administration. The VA Medical Center Building consists of approximately 378,000 square feet of hospital with approximately 90 beds. The purpose of the Phase I ESA was to evaluate whether past or current activities have resulted in “recognized environmental conditions,” as defined in the American Society of Testing and Materials (ASTM) E 1527-00. The scope of the Phase I ESA included review of a database of federal, state and county environmental records for the site and for properties located within the recommended search radii for the respective sources. The objective of the database search review was to evaluate locations where hazardous materials may have been used or stored and the possible impacts they may have had on the site. Ninyo & Moore conducted a site reconnaissance to visually evaluate site characteristics for possible contaminated surface soil, improperly stored hazardous materials, illegal dumping, possible sources of polychlorinated biphenyls (PCBs), and possible risks of site contamination from on-site activities. A comprehensive report was prepared that documented our work scope, discussed our findings and conclusions, and provided recommendations with regard to the current environmental condition of the site and surrounding area.
Ninyo & Moore provided El Paso Electric Company (EPEC) due diligence services in support of a proposal to purchase an interest in the Luna Energy Facility (LEF) located in Deming, New Mexico. Ninyo & Moore prepared an Environmental Due Diligence Assessment, which provided a summary of potential environmental issues associated with the historic operation of the LEF. Ninyo & Moore completed an extensive review of documents pertaining to the LEF, including copies of environmental permits for air emissions and water discharge, reports describing environmental investigations of soil and groundwater, water supply information, and operation related information. Ninyo & Moore reviewed the aforementioned documents and presented a final Environmental Due Diligence Report of findings.
