El Dorado Energy Compliance Audit and Emissions Inventory Project


Ninyo & Moore conducted a Compliance Audit and an Emissions Inventory, and prepared Title V Permit Renewal application for El Dorado Energy (a subsidiary of SEMPRA Energy) located approximately 15 miles southwest of Boulder City, Nevada. These services were conducted to evaluate the facility’s compliance status with respect to the facility’s requirements under Titles IV and V. The facility is a 500 megawatt (MW) natural gas fired electric generating facility and is configured as a two on one combined cycle, consisting of two combustion turbine generators (CRGs), two heat recovery steam generators (HRSGs), one steam turbine generator, and associated auxiliary systems and equipment. The El Dorado Energy Compliance Audit consisted of a site inspection, data collection, and review of the data collected to the requirements stated within the El Dorado Energy Part 70 Operating Permit to verify compliance with 40 CFR and applicable sections of the AQR. Data collected was compared to the El Dorado Energy Part 70 Operating Permit for the natural gas fired power generating units and a report was prepared noting the status of the facility with respect to applicable air quality regulations.
